With the definition of harmonized standards, Europe's primary objective is that products and goods produced by member states can be marketed without restrictions in those states.

To this end, the European Commission promulgates corresponding directives and regulations. After they enter into force at European level, these regulations have immediate effect in those same states. As such, it is not necessary that they be translated into national law.

In 2005 the Eco-design directive EuP 2005/32 / EC (EuP = Energy-using Products) was approved, having been renewed in 2009: ErP 2009/125 / EC (ErP = Energy-related Products ).

Regulation 640/2009, which defines the requirements for the environmentally friendly design of electric motors, derives from directive 2009/125 / EC and has been transposed into Decree-Law no. 26/2009. Table 1 presents its field of action.
